Candice Cooper
Valuation Manager
Candice Cooper is a registered Professional Valuer. She has recently joined the BPGM team bringing 23 years of experience within the valuation sector. She is municipal valuations specialist and is well versed in all the relevant legal frameworks. Candice has participated in the preparation of General Valuation Rolls and the subsequent updating and maintenance of these valuation rolls for 25 municipalities, KwaZulu-Natal. In addition, Candice has prepared valuation reports for different types of property across a range of purposes. Candice also has an in-depth knowledge about valuations for the purposes of land reform.

Janet Channing (BA MPhil NDPV) Managing Director of BPG Mass Appraisal, is a registered professional property valuer. She brings a wealth of experience in local government support and project management. Her area of expertise is in municipal valuation and rating.

Ayanda Ngcobo
Client Account Manager
Ayanda is a director of BPGM.
Ayanda has over 10 years of experience in the IT environment, most of these within the public sector. Ayanda provides technical support. His previous work experience included supporting over 3000 users across KwaZulu Natal. His qualifications include a BCOM Strategic Management, National Certificate in Systems Support and Project Management. Ayanda will be supervising the data collection team for this project.
Graham Mulligan
Professional Valuer
Graham has extensive knowledge working with local government and the private sector. He has been designated as the Municipal Valuer in various municipalities.
He has assisted National CoGTA on the monitoring and reporting of on the effectiveness, consistency, uniformity, and application of the municipal valuations for rates purposes.
He has specialised in municipal valuations, bank valuations and private companies/persons.
He holds a National Diploma in Property Valuation.

Finley Hamilton
Professional Associated Valuer
Finley is registered as a Professional Associated Valuer and has 14 years’ experience as a property valuer. He has vast experience in the construction industry as well as project development. Finley has been with BPG Mass Appraisals since 2006 and has managed & compiled various general valuation rolls, supplementary valuations and attended appeal hearings for numerous municipal clients.
Finley also has experience in asset register valuations, commercial and industrial valuations, land valuations and insurance valuations.
Finley’s skills include property valuations, contract and building administration, property development, quantity surveying and valuation management.
Donald Shaw
Professional Valuer
Don Shaw was the Municipal Valuer with both eThekwini Metro and Msunduzi Municipality for many years. He brings the necessary skills and experience to the work of determining property values across the full spectrum of property types and purposes of valuation.
He has worked closely with KZN COGTA on MPRA oversight at the municipal level.

Janine has been in the IT industry for 8 years. She holds diplomas in Information Technology and Comprehensive Programming. Janine has joined MetGovis as a technical consultant. She brings a wealth of modern theoretical knowledge and cutting-edge technologies to the business.
Jenny Barnard
GIS Practitioner / Data Manager
Jenny Barnard has over 20 years’ experience in GIS. Her background is with the Surveyor-General’s Office, Eskom – Land Development and Network Planning, CoGTA and in private consulting. She has completed a ND in survey, UniGIS post-graduate diploma and an MSc in GIS. She is registered with PLATO as a Professional GIS Practitioner.

Dr Juan Klopper, MBChB (UP) MMed (Surg) (UFS) Cum Laude is a Research Project Manager and Research Fellow. He brings a wealth of experience in statistical analysis, modelling, computer science, and artificial intelligence.
Juan is a Research Fellow at the School for Data Science and Computational Thinking at the University of Stellenbosch, Senior Lecturer at the University of Cape Town, Author of: An Introduction to Statistics (Wolfram Publishers 2020), Head of Research at the Faculty of Health Science at Cape Town University Research Project Manager with twelve years experience in research project management, research protocol creation, ethics application, data analytics tool design, research funding, and international conference keynote speaking on computational thinking.
Wynand van der Walt
GIS Technologist / Data Manager
Wynand has more than 20 years GIS experience. He has extensive data cleansing, data analysis experience with property and financial data. He has vast experience in GIS applications. (ArcInfo, ArcView, ArcIMS, MGE, Microstation Geographics, Autodesk World and Regis). Conducting of GIS and computer training courses. Wynand heads up the GIS team responsible for assembling and maintaining the geospatial municipal registers of properties.
Wynand holds a diploma in town and regional planning, project management and is a SAGC registered GIS Technologist.
Wayne Webley
Data Analyst/ Technical Consultant /
Candidate Valuer / Accredited Training Facilitator
Wayne has worked in the local government sector for over 20 years and has been part of the MetGovis team since 2010. Wayne takes responsibility for data acceptance and checking and works closely to monitor data and procedural compliance
Wayne facilitates skills transfer to partners and provides guidance on the reports and analysis. He is an accredited training facilitator and a candidate valuer.

Bongiwe Madonsela
Candidate Valuer
Bongiwe has joined the team as a candidate valuer/ GIS operator. She has a wealth of knowledge in municipal; valuations and possesses strong GIS skills. She is actively involved in the data collection and data management processes for preparing and maintaining valuation rolls.
Her qualifications include GIS, National Diploma Real Estate and Accounting.
